Abstract
For a business to legally operate, owners must apply for a business permit in the local government. Applying for a business permit requires the owner a rigorous job to complete the process. Conventionally, business owners personally process the application for a business permit. They pass hard copies of business permit application requirements to various offices involved in the completion of the business permit. Manual processing of business permit applications requires both business owners and local government offices in charge to spend valuable time and effort to complete the process. Delays in business registration and permit renewals would also occur since business permit information of businesses are recorded and stored in paper and physical storage, respectively which make it difficult to retrieve. Inline with this, the researchers aimed to develop a system that will automate the process of business permit application. The system will allow electronic transactions between business owners and officers in charge of business permits and licensing. The system will allow business owners to electronically apply for business permits and local government officers also can assess the businesses and electronically record business information and issuance of business permits. The researchers will develop the project following the Software Development Life Cycle (SDLC) technique. The project will be subjected to evaluation by a panel of IT experts and intended users to assess the system. The target users of the system are business owners and the local government offices in charge of issuing business permits and licenses to businesses.
Introduction of the Study
Technological advancement has significantly improved the way how individuals accomplish tasks and activities. The capstone project, entitled “Online Business Permit Application” is designed as a centralized platform to automate the process of business permit application. The system will allow business owners to electronically process the requirements for business permits and application processes. The local government is also assigned for the issuance of business permits and licensing can electronically process the recording of business information, assessment, and issuance of the permit. The transactions can be done electronically and business owners would only need to go to the local government office to get the original copy of the permit and for the payment.
Business permits are essential for businesses to legally operate and ensure that the business is safe for the clients and the staff. Traditionally, business owners process business permit applications themselves. They distribute hard copies of the business permit application requirements to the various offices involved in the permit’s completion. Manual processing of business permit applications necessitates time and effort on the part of both the business owner and the local government office in charge. Delays in business registration and permission renewals are also possible because business permit information is recorded and saved on paper and in physical storage, making it harder to retrieve.
Proposed Solution
To resolve the aforementioned concerns, the researchers proposed the development of the Online Business Permit Application System. The said project will be designed as a centralized platform for business owners and the issuing office of business permits to complete the application and renewal of business permits and licenses. The project will allow the business owners to register and electronically transact with the local government in terms of application and renewal of business permits and licenses. Business owners would not need to personally visit various offices to pass requirements instead they can pass it through the system and the business permit-issuing staff will digitally record the business information, assess the business, and issue the business permit. The project will ease up and simplify the whole process of the business permit application for both the applicant and the officer in charge.
Objectives of the Study
General Objective – The main goal of the researchers is to design, develop and implement an automated system to streamline business permit application processes.
The researchers specifically aim the following objectives:
- To allow business owners to electronically apply for a business permit.
- To design a centralized platform of transactions between business owners and local government officers.
- To allow electronic recording and safekeeping of business information which will ease up retrieval of business permit records.
- To digitally conduct business assessment whether to grant a business permit to a business or not. 5. To evaluate the system in terms of user acceptability, functionality, maintainability, portability, productivity, quality, and reliability.
Scope of the study
This study concentrates on the development process of the Online Business Permit Application System. The system is limited only to business permit applications and licensing. The system is also capable of providing notification to business owners about permit or license expiration and renewal. The system will make the business permit application process easy, fast, convenient, accurate, and efficient.
Significance of the Study
The success of the project is deemed beneficial to the following individuals or groups:
Business Owners. The success of the system will directly benefit business owners. Since the business permit is one of the main components for their business to legally operate. The system will reduce the manual labor in completing the business permit application.
Business Permit Issuing Offices. The system will assist them in assessing businesses and issuing the business permit. The system will help them respond to multiple business permit applications daily.
Researchers. The study is a tool for the researchers to demonstrate their abilities in computer programming, problem analysis, and research-related skills such as document preparation, tabulating and presenting results, and data collection techniques and procedures.
Future Researchers. The study can serve as their guide in developing their version of the system.

Conclusion
The study was conducted to assess the current system used for business permit application transactions. The result of the initial investigation reveals that business permit application was mostly done using manual methods. The manual method requires the business owner and officer in charge to do manual labor, from the papers required for the permit application, recording, assessment, and actual issuance of the permit. The current method is inefficient and will slow the completion of acquiring a business permit. Thus, the researchers developed an automated system that will streamline business permit application and present it to the target end-user.
The result of the study showed that the developed system met the needs and requirements of the intended users and respondents. The system is seen to be effective in helping speed up the process of business permit application and issuance. The system will make the business permit application process easy, fast, convenient, accurate, and efficient.
Recommendations
The intended users of the system rated the system satisfactorily in terms of user acceptability, functionality, maintainability, portability, productivity, quality, and reliability. The system is recommended for its efficiency and reliability that can be rendered to the target end-users. The researchers also highlight the importance of having enough knowledge on how to properly operate the system.
